For much of its modern history, Silicon Valley preferred to see itself as separate from the machinery of war.
Its founders spoke the language of openness, connection, and human progress. The mythology of the Valley rested on a belief that technology empowered individuals rather than states, innovation rather than coercion. Engineers built social networks, search engines, and artificial intelligence systems under an implicit assumption: their creations would expand human possibility, not refine the instruments of conflict.
But technological revolutions have rarely remained civilian for long.
The railroad reshaped warfare. Nuclear physics moved from university laboratories to military command structures. The internet itself began as a Pentagon research project before becoming the backbone of global society.
Artificial intelligence, it now appears, is following the same historical arc.
Only a few years ago, many of the world’s leading AI companies publicly resisted military applications of their technologies. Companies such as Anthropic, Google, Meta Platforms, and OpenAI articulated principles limiting the use of their systems in warfare.
The stance reflected widespread concern inside the industry about autonomous weapons and the existential risks associated with advanced artificial intelligence.
Then, over the course of a single year, something changed.
OpenAI quietly removed language prohibiting military and warfare applications of its models and soon acknowledged collaboration on projects with the Pentagon. In November, during the same week that Donald Trump returned to the presidency, Meta announced that its Llama models could be used by the United States and selected allies for defense purposes.
Days later, Anthropic disclosed that it would permit military use of its systems and entered a partnership with defense analytics firm Palantir Technologies. Before the year ended, OpenAI formed its own defense partnership with Anduril Industries. Even Google — once shaken by internal protests over military contracts — revised its AI principles to allow technologies that could cause harm under certain circumstances.
Concerns about artificial general intelligence replacing humanity faded from public debate. Military deployment of AI, once controversial, became normalized.
History had repeated a familiar pattern: when strategic competition intensifies, ethical hesitation often yields to geopolitical urgency.
Yet consensus proved fragile.
Anthropic soon found itself at loggerheads with the U.S. government over the operational use of its flagship model, Claude — reportedly the only frontier AI system deployed within classified Department of Defense environments.
According to accounts circulating within policy and defense circles, Pentagon officials demanded the removal of two major safety guardrails governing how the model could operate. The company faced an ultimatum: comply with defense requirements, risk designation as a national supply-chain threat, or face compulsory technology access under the Defense Production Act.
Anthropic resisted.
It was subsequently designated a supply-chain risk and barred from certain government engagements. Yet the separation proved ambiguous. Within a day of the ban, Reuters reported that Anthropic technology had been used during U.S. military operations against Iran in 2026, though the precise role of the AI systems remained unclear.
The episode illustrated a paradox increasingly defining the AI era: once embedded within national security infrastructure, advanced technologies become difficult — perhaps impossible — to disentangle from state power.
Meanwhile, the relationship between the technology sector and the military grew more formal.
In June 2025, the U.S. Army established Detachment 201: the Executive Innovation Corps, recruiting senior Silicon Valley leaders as part-time Army Reserve lieutenant colonels. Among the first cohort were Andrew Bosworth, Shyam Sankar, Kevin Weil, and Bob McGrew.
The initiative reflected a growing recognition inside Washington that future military superiority would depend less on traditional hardware than on software, data, and algorithmic intelligence.
By late 2025, the Department of Defense selected Google’s Gemini model to power an internal AI platform known as GenAI.mil. Soon afterward, Defense Secretary Pete Hegseth announced plans to integrate Elon Musk’s Grok AI into Pentagon networks.
The boundary between Silicon Valley and the national security state was dissolving.
Not everyone inside the technology industry accepted the transition quietly.
More than one hundred Google employees signed petitions urging leadership to refuse cooperation on certain military AI deployments. Workers across Amazon, Google, and Microsoft issued open letters calling on executives to “hold the line” against defense applications involving surveillance or autonomous targeting.
For many engineers, the dilemma was deeply personal. They had joined technology companies believing they were building tools for communication, creativity, and economic opportunity — not systems potentially used in warfare or mass surveillance.
Silicon Valley, long united by optimism, now found itself divided by conscience.
The consequences extend beyond corporate boardrooms or defense agencies.
Governments, businesses, and ordinary users across the world rely daily on products developed by companies increasingly intertwined with military institutions. Most adopted these technologies long before such partnerships became visible.
Now the ground has shifted.
Should consumers continue to rely on platforms whose underlying technologies may also power weapons systems? Can foreign governments or citizens be certain that their data will not intersect with national security objectives beyond their control?
These questions echo earlier technological turning points — from nuclear energy to cyberspace — when innovation forced societies to reconsider the relationship between progress and power.
